  Objectives
   
  The Foundation's aim is to create a permanent international service which functions as a place for meeting, work and reflection for professionals working in the fields of law, psychology, medicine, sociology, teaching, criminology and education. Professional associations, political groups, legislators, security services, institutions, administrations and non-governmental organisations will also be able to participate in this project. All these institutions and professionals, concerned by the situation of young offenders in conflict with the law, are therefore invited to propose appropriate and effective international responses.
   
   
  Specific objectives:
   
To develop a permanent, international forum of analysis, knowledge and mutual reflection on legislation, models of intervention and research on a world-wide scale in order to tackle the problem of juvenile delinquency.
   
To promote the international rapprochement of different ways of tackling the problem: legal, psychological, criminological, social, educational, cultural, police, medical, etc.
   
To promote global, national and local analyses linked to this phenomenon, analysing the different issues relating to young people in conflict with the law in all its forms.
   
To create, from different disciplines, networks of experts collaborating in the development of new initiatives which anticipate the challenges posed by a constantly changing situation.
   
To contribute to the improvement of intervention in terms of legislation, education, justice, police, health and social issues, thus creating codes of good practice
   
To become a space without borders offering support to professionals, institutes and organisations and thus enable the exchange of international knowledge and experience by means of databases, conferences, workshops and seminars organised by the International Juvenile Justice Observatory.
   
To provide information and support to developing countries about procedures for applying laws on the criminal liability of minors and young people.
   
To promote the creation of an international network of juvenile justice observers.
   
To sensitise and inform global public opinion in order to favour solidarity and commitment concerning present and future issues relating to young offenders.
   
To encourage the creation and development of international gatherings in the field of juvenile justice which seek, among other things, to the intervention and development of educational programmes and the research and diffusion of experiences relating to minors and young people in situations of social exclusion.
