| |
The international consultant is expected to provide technical guidance and assistance for the development of a functional system for monitoring the implementation of the Juvenile Justice Law. The system should collect and analyze data on indicators critical for monitoring the implementation of the JJ Law. The indicators are to be used by separate institutions, for their internal monitoring purpose, as well as the National Council for Prevention of Juvenile Delinquency for their periodical reporting.
The system should be based on the legal and normative framework in the country. The consultant should cooperate with the national experts and responsible personnel from the institutions on selecting the set of core indicators that will cover all legal requirements and provisions.

Conditions
|
|
|
| |
- Advanced degree in Social Work, Social Sciences, Social Policy or related field;
- Minimum 5 years of work experience in the field of juvenile justice, especially data collection and analysis, and data system development, and monitoring implementation of laws;
- Experience with developing JJ monitoring systems in the CEE/CIS region a strong asset;
- Excellent analytical skills and English writing skills
- Excellent report writing, communication and inter-personal skills.

Protocol – by end March 2011;
Training materials prepared – by end April 2011;
